TERMS AND DEFINITIONS



A



abatement - any set of measures designed to permanently eliminate lead-based paint hazards in accordance with standards established by appropriate Federal agencies includes— (A) the removal of lead-based paint and lead-contaminated dust the permanent containment or encapsulation of lead-based paint, the replacement of lead-painted surfaces or fixtures, and the removal or covering of lead contaminated soil; and (B) all preparation, cleanup, disposal, and post abatement clearance testing activities associated with such measures. abducted child - a child who is the victim of international child abduction. (SOURCE - DOS, US Code 22, §9101)

abduction - the alleged wrongful removal of a child from the child's country of habitual residence, or the wrongful retention of a child outside such country, in violation of a left-behind parent's custodial rights, including the right of a military parent. (SOURCE - DOS, US Code 22, §9101)

abduction case - a case that—(A) has been reported to the Central Authority of the United States by a left-behind parent for the resolution of an abduction and (B) meets the criteria for an international child abduction under the Hague Abduction Convention, regardless of whether the country at issue is a Convention country. aboveground storage tank - any tank or combination of tanks (including any connected pipe) (A) that is used to contain an accumulation of regulated substances; and (B) the volume of which (including the volume of any connected pipe) is located wholly above the surface of the ground. aboveground storage tank - storage tank where more than 90 percent of its capacity is above the ground; may contain petroleum or regulated hazardous substances. (SOURCE - DHS, DHS Lexicon, Terms)

abroad - all areas not included within the United States. (SOURCE - DOS, US Code 22, §3902)

abroad - any area outside the United States. (SOURCE - DOS, US Code 22, §522)

abroad - Any locations outside of the United States and its territories. (SOURCE - DOS/ USAID, FAM, 1 FAM 231.3)

absence without official leave - a non-pay status and mean any absence from duty which has not been approved in accordance with the provisions of applicable regulations and policy. (SOURCE - DOS/ USAID, FAM, 3 FAM 7471)

absent uniformed services voter - (A) a member of a uniformed service on active duty who, by reason of such active duty, is absent from the place of residence where the member is otherwise qualified to vote; (B) a member of the merchant marine who, by reason of service in the merchant marine, is absent from the place of residence where the member is otherwise qualified to vote; and (C) a spouse or dependent of a member referred to in subparagraph (A) or (B) who, by reason of the active duty or service of the member, is absent from the place of residence where the spouse or dependent is otherwise qualified to vote.
