Assignment Order An order of The Chief Justice designating and assigning Justice Marshall (retired) to perform judicial duties in the United States Court of Appeals for the Federal Circuit during the period of November 8, 1991, and for such time as may be required to complete unfinished business, pursuant to 28 U. S. C. § 294(a), is ordered entered on the minutes of this Court, pursuant to 28 U. S. C. § 295. November 11, 1991 Certiorari Denied No. 91–6337 (A–335). Green v. Collins, Director, Texas Department of Criminal Justice, Institutional Division. C. A. 5th Cir. Application for stay of execution of sentence of death, presented to Justice Scalia, and by him referred to the Court, denied. Certiorari denied. Justice Blackmun and Justice Stevens would grant the application for stay of execution of sentence of death. Reported below: 947 F. 2d 1230. November 12, 1991 Affirming in Part and Vacating in Part on Appeal No. 91–434. Watkins et al. v. Mabus, Governor of Mississippi, et al. Appeal from D. C. S. D. Miss. Judgment affirmed except with respect to appellants’ claim that the preclearance requirements of § 5 of the Voting Rights Act apply to the changes in the absentee ballot procedures adopted for the September 17 election ordered by the District Court. The completion of the September 17 election has rendered this claim moot with regard
