To designate the week of October 5, 1986, through October 11, 1986, as "National Drug Abuse Education and Prevention Week".

Whereas the illegal drug trade consists of approximately $100 billion in retail business per year; Whereas removing the demand for drugs would reduce the illegal drug trade; Whereas drug abuse destroys the future of many of the young people and adults in the Nation; Whereas the eradication of drug abuse requires a united mobilization of national resources, including law enforcement and educational efforts; and Whereas the most effective deterrent to drug abuse is education of parents and children in the home, classroom, and community: Now, therefore, be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the week of October 5, 1986, through October 11, 1986, is designated as "National Drug Abuse Education and Prevention Week", and the President is authorized and requested to issue a proclamation calling upon the people of the United States to participate in drug abuse education and prevention programs in their communities and encourage parents and children to investigate and discuss drug abuse problems and possible solutions.
