insofar as it may be necessary to cross such lands in order to reach lands subject to any oil or gas lease referred to in subparagraph (A), (B), or (C). (2) Subject to valid existing rights, the leases described in subsection 4(d)(1) shall be administerd under rules and regulations of the Secretary to the same extent and in the same manner that such leases would be administered if this Act had not been enacted.
