SEC. 2. RECOGNITION AND EXPRESSION OF GRATITUDE.
In recognition of the importance of the Federal-Aid Highway System and the administration of such System, the United States Government hereby expresses its gratitude to Ray A. Barnhart for his honest, effective, and meaningful efforts to preserve and improve such System—one of the Nation's most vital assets, an asset that contributes mightily to the economic welfare of the Nation and the lifestyle of the American people. Approved December 29, 1987.
