under this Act if they were States. Sums appropriated under this section shall be treated in the same manner and be subject to the same provisions of law, as would be the case if they had been appropriated by the first sentence of section 1.". SEC. 3. EFFECTIVE DATE.
This Act shall take effect on October 1, 1987. Approved June 17, 1988.
