(3) Section 327(c)(l) of such Act (42 U.S.C. 6297(c)(l)) is amended by inserting before the semicolon at the end the following: ", except State and local that a State regulation (or portion thereof) regulating fluorescent governments, lamp ballasts other than those to which paragraph (5) of section 325(g) is applicable shall be effective only until the effective date of a standard that is prescribed by the Secretary under paragraph (7) of such section and is applicable to such ballasts". Approved June 28, 1988.
