dents to attend and difficult for secondary schools to administer, such as scheduling problems; and (B) for courses leading to successful completion of the general educational development test or of graduation requirements; (3) to develop and implement innovative programs involving community-based organizations or the private sector, or both, to provide motivational activities, pre-employment training, or transition-to-work activities; (4) to provide programs for eligible students outside the school, with the goal of reaching school dropouts who will not reenter the traditional school, for the purpose of providing compensatory education, basic skills education, or courses for general educational development; (5) to use the resources of the community to assist in providing services to the tai^et population; (6) to provide training for staff who will work with the target population on strategies and techniques for identifying, instructing, and assisting such students; (7) to provide guidance and counseling activities, support services, exploration of postsecondary educational opportunities, youth employment activities, and other pupil services which are necessary to assist eligible students; or (8) to recruit, train, and supervise secondary school students (including the provision of stipends to students in greatest need of financial assistance) to serve as tutors of other students eligible for services under this subchapter and under part A of chapter 1 of title I of the Elementary and Secondary Education Act of 1965, in order to assist such eligible students with homework assignments, provide instructional activities, and foster good study habits and improved achievement. (b) LIMITATION.—Not more than 25 percent of amounts available to a local educational agency under this subchapter may be used by such agency for noninstructional services such as those described in subsections (a)(3), (a)(5), and (a)(7). SEC. 6076. APPLICATION.

(a) IN GENERAL.—(1) A grant under this subchapter may be made only to a local educational agency which submits an application to the Secretary containing or accompanied by such information as the Secretary may reasonably require. (2) Applications shall be for a 1-year period. (b) CONTENTS OF APPLICATION.—Eiach such application shall include— (1) a description of the program goals and the manner in which funds will be used to initiate or expand services to secondary school students; (2) a description of the activities and services which will be provided by the program (including documentation to demonstrate that the local educational agency has the qualified personnel needed to develop, administer, and implement the program under this subchapter); (3) a list of the secondary schools within the local educational agency in which programs will be conducted and a description of the needs of the schools, in terms of achievement levels of students and poverty rates;
