SEC. 18. EFFECTIVE DATE.

(a) IN GENERAL.—Except as provided in subsection 0)), this Act shall take effect on March 15, 1989. (b) APPOINTMENT OF SECRETARY.—Notwithstanding any other provision of law or of this Act, the President may, any time after January 21, 1989, appoint an individual to serve as Secretary of the Department of Veterans Affairs.
