SEC. 4506. REIMBURSEMENT FOR DOD SERVICES USED IN PROVIDING INTERNATIONAL NARCOTICS CONTROL ASSISTANCE.

Section 632(c) of the Foreign Assistance Act of 1961 is amended by inserting after "actual cost," the following: "or, in the case of services procured from the Department of Defense to carry out chapter 8 of part I, the amount of the additional costs incurred by the Department of Defense in providing such services,". SEC. 4507. PERMISSIBLE USES OF AIRCRAFT AND OTHER EQUIPMENT.

Chapter 8 of part I of the Foreign Assistance Act of 1961, as amended by sections 4206, 4503, and 4505 of this title, is further amended by adding at the end the following: President of U.S.

"SEC. 489. PERMISSIBLE USES OF AIRCRAFT AND OTHER EQUIPMENT.

"(a) IN GENERAL.—The President shall take all reasonable steps to ensure that aircraft and other equipment made available to foreign countries under this chapter are used only in ways that are consistent with the purposes for which such equipment was made available. "(h) REPORTS.—In the reports submitted pursuant to subsection (e), the President shall discuss— "(1) any evidence indicating misuse by a foreign country of aircraft or other equipment made available under this chapter, and "(2) the actions taken by the United States Government to prevent future misuse of such equipment by that foreign country. "(c) REGULATIONS.—The President shall issue regulations specifying the steps to be taken in carrying out this section. "(d) CONGRESSIONAL REVIEW OF REGULATIONS.—Regulations issued pursuant to subsection (c) shall be submitted to the Congress before they take effect.".

SEC. 4601. COORDINATION OF ALL UNITED STATES ANTI-NARCOTICS ASSISTANCE TO FOREIGN COUNTRIES.

(a) COORDINATION.—Consistent with subtitle A of title I of this Act, the Secretary of State shall be responsible for coordinating all assistance provided by the United States Government to support international efforts to combat illicit narcotics production or trafficking. (b) ANNUAL REPORTS.— (1) REQUIREMENT FOR REPORTS.—At

the time that the report required by section 481(e) of the Foreign Assistance Act of 1961 is submitted each year, the Secretary of State, in consultation with appropriate United States Government agencies, shall report to the appropriate committees of the Congress on the assistance provided by the United States Government during the preceding fiscal year to support international efforts to combat illicit narcotics production or trafficking. (2) SPECIFIC ITEMS TO BE INCLUDED.—(A) Each report pursuant to this subsection shall specify the amount and nature of the assistance provided. (B) Each report pursuant to this subsection shall include, for each country which is a significant direct or indirect source of
