PUBLIC LAW 101-121—OCT. 23, 1989 103 STAT. 733 aircraft; purchase of reprints; purchase and erection of portable buildings; payments for telephone service in private residences in the field, when authorized under r^;ulations approved by the Sec- retary; $1,185,910,000, including $16,000,000 for conversion of tribal contracts and agreements to a calendar year basis as authorized by section 204(d)(l) of Public Law 100-472 (100 Stat. 2291), together with payments received during the fiscal year pursuant to 42 U.S.C. 300CC-2 for services furnished by the Indian Health Service: Pro- vided, That notwithstanding any other law or r^ulation, funds transferred from the Department of Housing and Urban Develop- ment to the Indian Health Service shall be administered under Public Law 86-121 (the Indian Sanitation Facilities Act): Provided further. That funds made available to tribes and tribal organizations through grants and contracts authorized by the Indian Self-Deter- mination and Education Assistance Act of 1975 (88 Stat. 2203; 25 U.S.C. 450), shall remain available until expended: Provided further. That $17,()00,000 shall remain available until expended, for the Indian Catastrophic Health Emei^gency Fund and contract medical care: Provided further. That of the funds provided, $3,000,000 shall be used to carry out a loan repayment program. under which Fed- eral, State, and commercial-l^npe educational loans for physicians and other health professionals will be repaid at a rate not to exceed $25,000 per year of obligated service in return for full-time clinical service: Provided further. That funds provided in this Act may be used for one-year contracts and grants which are to be performed in two fiscal years, so long as the total obligation is recorded in the year for which the funds are appropriated: Provided further. That the amounts collected by the Secretary of Health and Human Services under the authority of title IV of the Indian Health Caxe Improvement Act shall be available for two fiscal years after the. fiscal year in which they were collected, for the purpose of achieving compliance with the applicable conditions and requirements of titles XVni and XDC of the Social Security Act (exclusive of planning, des^, construction of new facilities, or msnor renovation of existing Indian Health Service facilities): Provided further. That of the funds provided, $2,500,000 shall remain available until expended, for the Indian Self-Determination Fund, which shall be available for the transitional costs of initial or expanded tribal contracts, grants or cooperative agreements with the Indian Health Service under the provisions of the Indian Self-Determination Act: Provided further. That funding contained herein, and in any earlier appropriations Acts for scholarship programs under section 103 of the Indian Health Care Improvement Act and section 3386 of the Public Health Service Act with respect to the Indian Health Service shall remain available for expenditure until September 30, 1991: Provide Reports. further. That amounts received by tribes and tribal organizations under title IV of the Indian Health Care Improvement Act and Public Law 100-713 shall be reported and accounted for and avail- able to the receiving tribes and tribal organizations until expended.
