FRANKLIN DELANO ROOSEVELT MEMORIAL COMMISSION SALARIES AND EXPENSES For necessary expenses of the Franklin Delano Roosevelt Memorial Commission, established by the Act of August 11, 1955 (69 Stat. 694), as amended by Public Law 92-332 (86 Stat. 401), $28,000 to remain available until September 30, 1991. PENNSYLVANIA AVENUE DEVELOPMENT CORPORATION SALARIES AND EXPENSES For necessary expenses, as authorized by section 17(a) of Public Law 92-578, as amended,^ $2,375,000, for operating and administra- tive expenses of the Corporation. PUBLIC DEVELOPMENT For public development activities and projects in accordance with the development plan as authorized by section 17(b) of Public Law 92-578, as amended, $3,150,000, to remain available until expended. LAND ACQUISITION AND DEVELOPMENT FUND The Pennsylvania Avenue Development Corporation is authorized to borrow from the Treasury of the United States $5,000,000, pursu- ant to the terms and conditions in paragraph 10, section 6, of Public Law 92-576, as amended. Public Law 96-388, as amended, $2,315,000: Provided, That none of these funds shall be available for the compensation of Executive Level V or higher positions. TITLE in—GENERAL PROVISIONS Ck>ntracts. SEC. 301. The expenditure of any appropriation under this Act for any consulting service through procurement contract, pursuant to 5 U.S.C. 3109, shall be limited to those contracts where such expendi-
