(e) and (f), the term "Secretary concerned" has the meaning given that term by section 101(5) of title 37, United States Code. SEC 704. SPECIAL PAY FOR PSYCHOLOGISTS (a) SPECIAL PAY AUTHORIZED. —Section 302c of title 37, United States Code, is amended by adding at the end the following new subsection: "(c) ARMY, NAVY, AND AIR FORCE PSYCHOLOGISTS. —The Secretary of Defense may provide special pay at the rates specified in subsec- tion (b) to an officer who— / "(1) is an officer in the Medical Service Corps of the Army or Navy or a biomedical sciences officer in the Air Force; "(2) is designated as a p^chologist; and "(3) has been awarded a diploma as a Diplomate in Psychol- ogy by the American Board of Professional Psychology.". (b) CLERICAL AMENDMENTS.—(1) The section heading of such sec- tion is amended by striking out "in the Public Health Service Corps". (2) The item relating to section 302c in the table of sections at the beginning of chapter 5 of such title is amended by striking out "in the Public Health Service Corps". (c) STYLISTIC AMENDMENTS. —Such section is further amended— (1) by inserting "PUBLIC HEALTH SERVICE CtoRPS.— " in subsec- tion (a) after "(a)"; and (2) by inserting "RATE OF SPECIAL PAY.— " in subsection (b) after "(b)". (d) IMPLEMENTATION OF AMENDMENT. — The Secretary of Defense Reports. may not implement subsection (c) of section 302c of title 37, United 37 USC 302c States Code (as added by subsection (a)), unless the Secretary sub- mits to the Committees on Armed Services of the Senate and House of Representatives a report— (1) justifying the need of the military departments for the authority provided in such subsection; and (2) describing the manner in which that authority wiQ be implemented. SEC. 705. ACCESSION BONUS FOR REGISTERED NURSES (a) ACCESSION BONUS AUTHORIZED.— (1) Chapter 5 of title 37, United States Code, is amended by adding aft«r section 302c the following new section:

  • '§ 302d. Special pay: accession bonus for registered nurses

"(a) ACCESSION BONUS AUTHORIZED.—(1) A person who is a reg- istered nurse and who, during the period beginning on the date of the enactment of the National Defense Authorization Act for Fiscal Years 1990 and 1991 and ending on September 30, 1991, executes a written agreement described in subsection (c) to accept a commission as an officer and remain on active duty for a period of not less than four years may, upon the acceptance of the agreement by the Secretary concerned, be paid an accession bonus in an amount determined by the Secretary concerned. "(2) The amount of an accession bonus under paragraph (1) may not exceed $5,000. "(b) LIMITATION ON ELIGIBILITY FOR BONUS.— A person may not be paid a bonus under subsection (a) if— note.
