PUBLIC LAW 101-163—NOV. 21, 1989 103 STAT. 1061 3 GOVERNMENT PRINTING OFFICE OFFICE OF SUPERINTENDENT OF DOCUMENTS SALARIES AND EXPENSES (REAPPROPRIATION AND TRANSFERS) For expenses of the Office of Superintendent of Documents nec- essary to provide for the cataloging and indexing of Government publications and their distribution to the public, Members of Con- gress, other Government agencies, and designated depository and international exchange libraries as authorized by law, $24,500,000, of which $4,312,000 representing excess receipts from the sale of publications and receipts from the sale of land authorized by Public Law 100-458 shall be derived from the Government Printing Office revolving fund, and, of which $3,000,000 in unexpended funds rep- resenting excess receipts from the sales of publications that were transferred from the revolving fund in fiscal year 1986, shall be derived from the salaries and expenses appropriation M account: Provided, That travel expenses shall not exceed $117,000. GOVERNMENT PRINTING OFFICE REVOLVING FUND The Government Printing Office is hereby authorized to make Contracts, such expenditures, within the limits of funds available and in accord with the law, and to make such contracts and commitments without regard to fiscal year limitations as provided by section 104 of the Government Corporation Control Act, as amended, as may be nec- essary in carrying out the programs and purposes set forth in the budget for the current fiscal year for the "Government Printing Office revolving fund": Provided, That not to exceed $2,500 may be expended on the certification of the Public Printer in connection with official representation and reception expenses: Provided fur- ther, That during the current fiscal year the revolving fund shall be available for the hire of twelve passenger motor vehicles: Provided further. That expenditures in connection with travel expenses of the advisory councils to the Public Printer shall be deemed necessary to cany out the provisions of title 44, United States Code: Provided further. That the revolving fund shall be available for services as authorized by 5 U.S.C. 3109 but at rates for individuals not to exceed the per diem rate equivalent to the rate for grade GS-18: Provided Rfal property. further. That the revolving fund shall be available to acquire needed Rif'^^^u*'^ land, located in Northwest D.C., which is adjacent to the present "TM ^^' Government Printing Office, and is bounded by Massachusetts Avenue and the southern property line of the Government Printing Office, between North Capitol Street and First Street, The land to be Purchased is identified as Parcels 45-D, 45-E, 45-F, and 47-A in quare 625, and includes the alleys adjacent to these parcels, and G Street, N.W. from North Capitol Street to First Street: Ptvvided further. That the revolving fund and the funds provided under the paragraph entitled "Office of Superintendent of Documents, Sala- ries and Expenses" together may not be available for the full-time equivalent employment of more than 5,000 workyears: Provided further, That the revolving fund shall be available for expenses not to exceed $500,000 for the development of plans and design of a multi-purpose facility: Provided further.
