DRUG ABUSE EDUCATION AND PREVENTION SERVICES AND ACTIVITIES; (2) in subsection (a), by striking "public service announce- ments,"; (3) in subsection (b), by striking paragraph (3) and redesignat- ing paragraph (4) as paragraph (3); and (4) by adding at the end the following new subsections: "(c) In awarding grants and contracts under this section, the Director shall give priority to drug abuse education and prevention projects that serve communities, including rural communities, that have not previously received assistance under this part. "(d) The Director shall provide for the evaluation of activities and projects conducted with financial assistance received under this section. An application for a grant under this section in excess of $10,000 shall include a description of the methods to be used in evaluating the impact any activities and programs financed through such grant have on the drug abuse problem within the communities where such activities and projects are carried out.". TITLE IV—ADMINISTRATION AND COORDINATION SEC. 401. REPORTS. Section 407 (42 U.S.C. 5047) is amended to read as follows: "SEC. 407. REPORTS. Not later than 60 days after the beginning of each Hscal year, the Director shall prepare and submit to the appropriate committees of Congress a report that shall include— "(1) the annual recruitment plan developed under section 103(c)(4); "(2) a description of the activities carried out under section 103(b) during the preceding fiscal year, including a specification of the total number of— "(A) individuals who applied for service as a volunteer under this part; "(B) applicants approved for such service; "(C) approved applicants provided an assignment as a volunteer under section 103(b); and "(D) volunteers assigned to projects and programs that were outside the original home communities of such volunteers; "(3) a description of efforts undertaken by the Director during the preceding fiscal year to involve individuals, who have for- merly served as volunteers under this part, in the activities authorized under section 103(c); "(4) a description of the number of individuals referred to in paragraph (3) that were involved in the activities referred to in paragraph (3) and the manner of involvement of such individ- uals; and "(5) a specification of the number and location of employees of the ACTION Agency designated by the Director to assist in carrying out the duties described in subsections (b) and (c) of section 103 during the preceding fiscal year.".
