". SEC. 121. POVERTY LINE. (a) ISSUANCE OF POVERTY LINE.— Subsection (a) of section 652 of the Head Start Act (42 U.S.C. 9847(a)) is amended to read as follows: "(a) The Secretary shall issue annually (or at any shorter interval the Secretary considers to be feasible and desirable) a poverty line which, except as provided in section 645, shall be used as a criterion of eligibility for participation in Head Start programs.". (b) DEFINITION.— Section 687 of the Head Start Act (42 U.S.C. 9832), as amended by sections 104(b), 116(b), and 117(b), is amended by adding at the end the following: "(9) The term 'poverty line' means— "(A) the official poverty line (as defined by the Office of Management and Budget) adjusted to reflect the percentage change in the Consumer Price Index For AH Urban Consumers, issued by the Bureau of Labor Statistics, occurring in the 1-year period or other interval immediately preceding the date such adjustment is made; or "(B) the poverty line (including any revision thereof) applicable to this subchapter for fiscal year 1990, adjusted to reflect the percentage change in the Consumer Price Index For All Urban Consumers, issued by the Bureau of Labor Statistics, occurring in the period beginning October 1, 1989, and ending immediately before the date such adjustment is made; whichever is greater.". (c) TECHNICAL AMENDMENTS. —Section 652 of the Head Start Act (42 U.S.C. 9847) is amended— (1) by striking subsection (b), and (2) in subsection (c) by striking "(c) Revisions required by subsection (a) shall be made and issued" and inserting "(b) The poverty line shall be determined by the Secretary". SEC. 122. COMPARABILITY OF WAGES. Section 653 of the Head Start Act (42 U.S.C. 9848) is amended by adding at the end the following: "The Secretary shall encourage Head Start agencies to provide compensation according to salary scales that are based on training and experience.". SEC. 123. EXTENDED HEAD START SERVICES. (a) DEFINITIONS.—Section 637 of the Head Start Act (42 U.S.C. 9832), as amended by sections 104(b), 116(b), 117(b), and 121(b), is amended by adding at the end the following: "(10) The term 'full calendar year' means all days of the year other than Saturday, Sunday, and a legal public holiday. "(11) The term 'full-working-day' means not less than 10 hours per day. ". (b) EXTENDED HEAD START SERVICES.— Section 640 of the Head Start Act (42 U.S.C. 9835) is amended by adding at the end the following: "(h) Each Head Start program may provide full-working-day Head Start services to any eligible child throughout the full calendar year.
