or an environmental hazard, or due to risk assessment, investigation, testing or remediation for such concern or hazard, and any
such local educational agency shall be deemed to belong to the
category described in section 5(c)(2)(A)(ii) for fiscal year 1991.
This Act may be cited as the "Departments of Labor, Health and
Human Services, and Education, and Related Agencies Appropriations Act, 1991".
