PUBLIC LAW 101-519—NOV. 5, 1990 104 STAT. 2253 (d) EFFECTIVE DATE. —This section and the amendments made by 18 USC 2331 this section shall apply to any pending case and any cause of action arising on or after 3 years before the date of enactment of this section.
