PUBLIC LAW 101-610—NOV. 16, 1990 104 STAT. 3167 (1) subpart 1 of part A of title IV of such Act (20 U.S.C. 1070a et seq.); or (2) part F of title IV of such Act (20 U.S.C. 1087kk et seq.). (c) CONTINGENT EXTENSION.— Section 414 of the General Eklucation Provisions Act (20 U.S.C. 1226a) shall apply to this Act. SEC. 182. PARTNERSHIPS WITH SCHOOLS. 42 USC 12642. (a) DESIGN OF PROGRAMS.—The head of each Federal c^ency and department shall design and implement a comprehensive strategy to involve employees of such agencies and departments in partnership programs with elementary schools and secondary schools. Such strategy shall include— (1) a review of existing programs to identify and expand the opportunities for such employees to be adult volunteers in schools and for students and out-of-school youth; (2) the designation of a senior official in each such agency and department who will be responsible for establishing adult volunteer and partnership and youth service programs in each such agency and department and for developing adult volunteer and partnership and youth service programs; (3) the encouragement of employees of such agencies and departments to participate in adult volunteer and partnership programs and other service projects; (4) the annual recognition of outstanding service programs operated by Federal agencies; and (5) the encouragement of businesses and professional firms to include community service among the factors considered in making hiring, compensation, and promotion decisions. (b) REPORT. —Not later than 180 days after the date of enactment of this Act, and on a regular haais thereafter, the head of each Federal agency and department shall prepare and submit, to the appropriate Committees of Congress, a report concerning the implementation of this section. SEC. 183. SERVICE AS TUTORS. 42 USC 12643. Notwithstanding any other provision of this Act, a service opportunity through which a part-time participant serves as a classroom tutor under the supervision of a certified professional shall be considered an acceptable placement if the requirements of section 177(b)(1) and (2) and section 174 are met. SEC. 184. DRUG-FREE WORKPLACE REQUIREMENTS. 42 USC 12644. All programs receiving grants under this title shall be subject to the Drug-Free Workplace Requirements for Federal Grant Recipients under sections 5153 through 5158 of the Anti-Drug Abuse Act of 1988 (41 U.S.C. 702-707). SEC. 185. CONFORMING AMENDMENTS. The Higher Education Act of 1965 is amended— (1) in section 411F(9) (20 U.S.C 1070a-6(9)), by adding at the end thereof the following new subparagraph: "(F) Annual adjusted family income does not include any living allowance received by a participant in programs established under the National and Community Service Act of 1990 "• (2)'in section 411F(12)(B)(vi) (20 U.S.C. 1070a-6(12XBXvi)), by striking "(including all sources of resources other than par-
