104 STAT. 4710 PUBLIC LAW 101-645—NOV. 29, 1990 (2) by adding at the end the following new paragraph: "(2) EXCEPTION. —The Secretary may waive the requirement under paragraph (1) for any proposed project for which the Secretary determines such requirement is inapplicable because, under the application, the families and individusds served own or control, or will eventually own or control, the site.". SEC. 315. SECTION 8 ASSISTANCE FOR SINGLE ROOM OCCUPANCY DWELL- INGS. (a) INCREASE IN BUDGET AUTHORITY.—Section 441(a) of the Stewart B. McKinney Homeless Assistance Act (42 U.S.C. 11401(a)) is amended to read as follows: "(a) INCREASE IN BUDGET AUTHORITY.—The budget authority available under section 5(c) of the United States Housing Act of 1937 for assistance under section 8(e)(2) of such Act is authorized to be increased by $79,000,000 on or after October 1, 1990, and by $82,400,000 on or after October 1, 1991.". (b) APPLICABILITY TO INDIAN HOUSING AUTHORITIES.— Section 441 of the Stewart B. McKinney Homeless Assistance Act (42 U.S.C. 11401) is amended by adding at the end the following new subsection: "(g) APPLICABILITY TO INDIAN HOUSING AUTHORITIES.— Amounts made available for assistance under this section shall be available through contracts between the Secretary and Indian housing authorities, and the provisions of this section regarding public housing authorities shall include and apply to Indian housing authorities.". SEC. 316. HOUSING AFFORDABILITY STRATEGY REQUIREMENT. (a) IN GENERAL.— Section 401 of the Stewart B. McKinney Homeless Assistance Act (42 U.S.C. 11361) is amended to read as follows: "SEC. 401. HOUSING AFFORDABILITY STRATEGY. "Assistance may be made under this title only if the grantee certifies that it is following— "(1) a current housing affordability strategy which has been approved by the Secretary in accordance with section 105 of the Cranston-Gonzalez National Affordable Housing Act, or "(2) a comprehensive homeless assistance plan which was approved by the Secretary during the 180-day period beginning on the date of enactment of the Cranston-Gonzalez National Affordable Housing Act, or during such longer period as may be prescribed by the Secretary in any case for good cause.". (b) EFFECTIVE DATE.—The amendment made by subsection (a) shall take effect on October 1, 1991. SEC. 317. SHELTER PLUS CARE. (a) IN GENERAL.— Title IV of the Stewart B. McKinney Homeless Assistance Act is amended by adding at the end the following:
