"Section 7001 of the Oil Pollution Act of 1990 (Public Law 101- 380) is amended as follows: "(1) GREAT LAKES DEMONSTRATION PROJECT. — In subsection (c)(6), strike "3" and insert "4", strike "and" after "California,", and insert "and (D) ports on the Great Lakes," after "Louisiana,".
