TITLE VIII—AUTHORIZATION OF SUPPLEMENTAL APPROPRIATIONS FOR DEPARTMENT OF ENERGY NATIONAL SECURITY PROGRAMS FOR FISCAL YEAR 1991 Sec. 801. Authorization of supplemental appropriations for operating expenses. Sec. 802. Authorization of supplemental appropriations for environmental restoration and waste management. Sec. 803. Applicability of recurring general provisions. Sec. 804. Relocation of Rocky Flats Plant operations. SEC. 3. DEFINITIONS 10 USC 101 For the purposes of this Act: (1) The term "Operation Desert Storm" means operations of United States Armed Forces conducted as a consequence of the invasion of Kuwait by Iraq (including operations known as Operation Desert Shield and Operation Desert Storm), (2) The term "incremental costs associated with Operation Desert Storm" means costs referred to in section 251G5X2XD)(ii) of the Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C. 901(b)(2)(D)(ii)). (3) The term "Persian Gulf conflict" means the period beginning on August 2, 1990, and ending thereafter on the date prescribed by Presidential proclamation or by law. (4) The term "congressional defense committees" has the meaning given that term in section 3 of the National Defense Authorization Act for Fiscal Year 1991 (Public Law 101-510; 104 Stat. 1498). SEC. 4. CONSTRUCTION WITH PUBLIC LAW 101-510. Any authorization of appropriations, or authorization of the transfer of authorizations of appropriations, made by this Act is in addition to the authorization of appropriations, or the authority to make transfers, provided in the National Defense Authorization Act for Fiscal Year 1991 (Public Law 101-510).
