The amendments made by— (1) subsection (a) of section 2, shall take effect immediately upon the effectuation of the amendments made by titles I and II of the ADAMHA Reorganization Act; and (2) subsections (b) and (c) of section 2, shall take effect on the date of enactment of this Act.
