RESEARCH AND PRCXiRAM MANAGEMENT For necessary expenses for personnel and related costs, including uniforms or allowances therefor, as authorized by law (5 U.S.C. 5901-5902) and travel expenses, $1,615,014,000: Provided, That contracts may be entered into under this appropriation for training, investigations, costs associated with personnel relocation, and for other services, to be provided during the next fiscal year. OFFICE OF INSPECTOR GENERAL For necessary expenses of the Office of Inspector General in carrying out the provisions of the Inspector General Act of 1978, as amended, $15,062,000. ADMINISTRATIVE PROVISIONS The NASA Administrator shall, to the fullest extent possible, ensure that at least 8 per centum of Federal funding for prime and subcontracts awarded in support of authorized programs, including the space station by the time operational status is obtained, be made available to business concerns or other organizations owned or controlled by socially and economically disadvantaged individuals (within the meaning of section 8(a)(5) £tnd (6) of the Small Business Act (15 U.S.C. 637(a)(5) and (6))), including historically black colleges and universities. For purposes of this section, economically and socially disadvantaged individuals shall be deemed to include women. The Mission Simulator and Training Facility, Building Number 5, of the National Aeronautics and Space Administration, located at the Johnson Space Center in Houston, Texas, is hereafter named and designated the "Jake Gam Mission Simiilator and Training Facility". Any reference in a law, rule, map, regulation, document, record, or other paper of the United States to such facility shall be held to be a reference to the "Jake Gam Mission Simulator and Training Facilit/*. NATIONAL COMMISSION ON AMERICAN INDIAN, ALASKA NATIVE, AND NATIVE HAWAIIAN HOUSING SALARIES AND EXPENSES For necessary expenses of the National Commission on American Indian, Alaska Native, and Native Hawaiisin Housing, in cairy- ing out their fimctions under title VI of the Department of Housing and Urban Development Reform Act of 1989 (Public Law 101- 235, 103 Stat. 1987, 2052), $500,000, to remain available until expended.
