(a) Notwithstanding any other provision of law, funds appropriated for bilateral assistance under any heading of this A(A and funds appropriated under any such heading in a provision of law enacted prior to enactment of this Act, shall not be made available to any country which the President determines— (1) grants sanctuary from prosecution to any individual or group which has committed an act of international terrorism, or (2) otherwise supports international terrorism. (b) The President may waive the application of subsection (a) to a country if the President determines that national security or humanitarian reasons justify such waiver. The President shall publish each waiver in the Federal Register and, at least fifteen days before the waiver takes effect, shall notify the Committees on Appropriations of the waiver (including the justification for the waiver) in accordance with the regular notification procedures of the Committees on Appropriations. President. Federal Register, publication. SOUTH AFRICA—SCHOLARSHIPS SEC. 555. Of the funds made available by this Act under the heading Economic Support Fund", $10,000,000 may be made available for scholarships for disadvantaged South Africans. NARCOTICS CONTROL PROGRAM SEC. 556. (a)(1) Funds made available under this Act shall be available for obligation consistent with requirements to apply the provisions of section 481(h) of the Foreign Assistance Act of 1961 (relating to International Narcotics Control). (2) Funds made available by this Act to carry out the provisions of the Arms Export Control Act and sections 534 and 541 of the Foreign Assistance Act of 1961 may be provided for training and equipment for law enforcement agencies or other imits in Colombia, Bolivia, Ecuador, and Peru that are organized for the specific purpose of narcotics enforcement: Provided, That assistance under this paragraph may be provided notwithstanding section 660 of the Foreign Assistance Act of 1961 and the second sentence of section 534(e) of that Act: Provided further, That the waiver contained in this paragraph does not apply to Peru's Sinchi police: Provided further. That assistance provided pursuant to this paragraph shall be subject to the regular notification procedures of the Committees on Appropriations. (b) Of the funds appropriated under title II of this Act for the Agency for International Development, up to $10,000,000 should be made available for narcotics education and awareness programs (including public diplomacy programs) of the Agency for International Development, and $40,000,000 of the funds appropriated under title II of this Act should be made available for narcotics related economic assistance activities. (c) Section 515(d) of the Foreign Assistance Act of 1961 is 22 USC 232ii. amended by striking out "(excluding salaries of the United States military personnel)" and inserting in lieu thereof "(excluding salaries of the United States military personnel other than the Coast Guard)".
