106 STAT. 2474 PUBLIC LAW 102-484—OCT. 23, 1992 (3) identifies any legislation that would be reqmred to implement the test program, such as the authorization of funds for the test program or the compensation of reserve component officers of the Army under section 206 of title 37, United States Code, who are selected to participate in the test program; and (4) indicates how the test program would be evaluated to determine the effect of the program on units of the Selected Reserve, the management of duty assignments in the Selected Reserve, and the capabilities of the Army Reserve Forces schools. (d) RESERVE COMPONENT OFFICER OF THE ARMY DEFINED.— For purposes of this section, the term "reserve component officer of the Army" means an officer of the Army National Guard of the United States or the Army Reserve who is assigned to a unit of the Selected Reserve and is unable to attend professional military education courses while in the active service. SEC. 923. FOREIGN LANGUAGE CENTER OF THE DEFENSE LANGUAGE INSTITUTE. (a) EMPLOYMENT OF CIVILIAN FACULTY MEMBERS AUTHOR- IZED.—(1) Section 1595 of title 10, United States Code, is amended— (A) in subsection (a), by inserting "and the Foreign Language Center of the Defense Language Institute" after "National Defense University"; and (B) in subsection (c), by striking out "This section" and inserting in lieu thereof "In the case of the National Defense University, this section". (2)(A) The heading of such section is amended to read as follows: ^§ 1595. National Defense University; Foreign Language Center of the Defense Language Institute: civilian faculty members'*. (B) The item relating to such section in the table of sections at the beginning of chapter 81 of such title is amended to read as follows: "1595. National Defense University; Foreign Language Center of the Defense Language Institute: civilian faculty members.. 10 USC 1595 (b) EFFECT ON CURRENT EMPLOYEES. —In the case of a person "°*®- who, on the day before the date of the enactment of this Act, is employed as a professor, instructor, or lecturer at the Foreign Language Center of the Defense Language Institute, the Secretary of Defense shall afford the person an opportunity to elect to be paid under the conipensation plan authorized by section 1595(b) of title 10, United States Code, or to continue to be paid under the General Schedule (with no reduction in pay) under section 5332 of title 5, United States Code. Subtitle D—Other Matters SEC. 931. CERTIFICATIONS RELATING TO THE ASSISTANT SECRETARY OF DEFENSE FOR SPECIAL OPERATIONS AND LOW INTEN- SITY CONFLICT AND THE SPECIAL OPERATIONS COM- MAND. (a) CERTIFICATIONS.—Not later than 120 days after the date of the enactment of this Act, the Secretary of Defense shall (except
