(b) TRANSFERS FROM SECRETARY TO ADMINISTRATOR AND SEC- RETARY OF LABOR. — The Secretary is authorized to transfer from amounts appropriated for environmental restoration and waste management for fiscal years 1992 and 1993, and (to the extent approved in appropriation Acts) for fiscal yeeirs 1994 through 2001, such sums as may be necessary to fulfill the responsibilities of the Administrator under this Act and the Secretary of Labor under paragraphs (4) and (6) of section 6(b). Appropriation (c) ACQUISITION OF LEASEHOLD. — There are authorized to be authorization. appropriated to the Secretary such sums as may be necessary to acquire the Federal Oil and Gas Leases No. NMNM 02953 and No. NMNM 02953C.
