The non-Federal sponsor shall receive credit for lands, easements, rights-of-way, and relocations toward its share of project costs, but not to exceed 25 percent of total project costs. Operation and maintenance cost shall be 100 percent non-Federal. SEC. 221. ENVIRONMENTAL INFRASTRUCTURE ASSISTANCE FOR ERIE COUNTY, NEW YORK (a) BEST MANAGEMENT PRACTICES FOR COMBINED SEWER SYS- TEM.—The Secretary is authorized to provide design and construction assistance to the Buffalo Sewer Authority, Biiffalo, New York, for the development and implementation of best management practices to reduce pollution from the combined sewer system in the city, at a total cost of $6,800,000. (b) STORM WATER CONTROL PROJECT. — The Secretary is authorized to provide design and construction assistance to the town of Amherst, New York, for a storm water control project on Sheridan Drive between Evans Road and Transit Road in the town of Amherst, New York, at a total cost of $200,000. (c) COST SHARING.—Total project costs under each of subsections (a) and (b) shall be shared at 75 percent Federal and 25 percent non-Federal. The non-Federal sponsor shall receive credit for lands, easements, rights-of-way, and relocations toward its share of project costs, but not to exceed 25 percent of total project costs. Operation and maintenance cost shall be 100 percent non-Federal. SEC. 222. ENVIRONMENTAL INFRASTRUCTURE ASSISTANCE FOR LEWISTON, NEW YORK (a) IN GENERAL.—The Secretary is authorized to provide design and construction assistance to the city of Lewiston, New York, for construction of a storm water control project, at a total cost of $200,000. (b) COST SHARING.—Total project costs under subsection (a) shall be shared at 75 percent Federal and 25 percent non-Federal. The non-Federal sponsor shall receive credit for lands, easements, rights-of-way, and relocations toward its share of project costs, but not to exceed 25 percent of total project costs. Operation and maintenance cost shall be 100 percent non-Federal. SEC. 223. BOARD OF ENGINEERS. 33 USC 541 note. The Board of Engineers for Rivers and Harbors, established Termination by section 3 of the River and Harbor Act of June 13, 1902 (33 '^^^• U.S.C. 541), shall cease to exist on the 180th day following the date of the enactment of this Act. The Secretary may reassign to other elements within the Department of the Army such duties and responsibilities of the Board as the Secretary determines to be necessary. SEC. 224. CHANNEL DEPTHS AND DIMENSIONS. Section 5 of the Act of March 4, 1915 (38 Stat. 1053; 33 U.S.C. 562), is amended— (1) by inserting "and after the project becomes operational" before the first comma; (2) by inserting "lower" after "mean" the first place it appears;
