Section 313(c)(2)(C) of the Ain)ort and Airway Safety and Capacity Expansion Act of 1987 (101 Stat. 1531) is amended by striking "20 years" and inserting **40 years". SEC. 132. STUDY OF SMALL AIRPORT RUNWAY MAINTENANCE. (a) STUDY. —The Secretary of Transportation shall conduct a study to assess the ability of airports which annually enplane .05 percent or less of total enplanements in the United States to finance the maintenance of runways, aprons, and taxiways constructed under the Airport Improvement Program, whether or not it would be desirable to make maintenance of runways, aprons, and taxiways eligible projects for grants under the Airport Improvement Program, and whether or not the result of making such maintenance eligible projects would be to reduce the long-term costs of airport development. (b) REPORT. —Not later than 1 year after the date of the enactment of this Act, the Secretary shall transmit to Congress a report containing the results of the study conducted under subsection (a), together with recommendations. SEC. 133. TUCSON STUDY. (a) STUDY. —The Administrator of the Federal Aviation Administration shall conduct a study of the current and projected need for air traffic control and related services in the airspace in the vicinity of Tucson, Arizona. In particular the study shall focus upon— (1) the facilities and personnel necessary to assist ^neral aviation pilots in the vicinity of Tucson and the United States- Mexico lK>rder area with services such as weather and traffic advisories; (2)flightplan filing; and (3) notification of law enforcement agencies that monitor international air traffic between Arizona and Mexico. (b) REPORT. — Not later than May 1, 1993, the Administrator of the Federal Aviation Administration shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Public Works and Transportation of the House of Representatives a report on the results of the study conducted under subsection (a). The report shall include the Administrator's evaluation of the ability of the consolidation plans of the Federal Aviation Administration to assure no reduction or delay in the delivery of air traffic control and related services to pilots in the vicinity of Tucson. (c) STATUS. —The Administrator of the Federal Aviation Administration shall not change the status (including reductions in staff, changes in operating hours, changes in jurisdiction, and disconnection of telephone lines) of the Tucson flight service station before the 60th day following the date on which the report required by subsection (b) is submitted. SEC. 134. AIR TRAFFIC OVER GRAND CANYON. (a) STUDY. —The Administrator of the Federal Aviation Administration, in consultation with the Director of the National Peurk Service, the State of Arizona, the State of Nevada, the Clark County Department of Aviation, affected Indian tribes, and the gmoral public, shall conduct a study on increased air traffic over rand Canyon National Park. 49 USC app. 2204 note.
