CONTRACT HOSPITAL CARE FOR VETERANS WITH PERMA- NENT AND TOTAL SERVICE-CONNECTED DISABILITIES. Section 1703(a)(l) is amended— (1) by striking out or^ at the end of subparagraph (A); (2) by striking out the period at the end of subparagraph (B) and inserting in lieu thereof; or^; and (3) by adding at the end the following new subparagraph: "(C) a disability of a veteran who nas a total disability permanent in nature from a service-connected disability.. SEC. 502. PERMANENT AUTHORITY FOR RESPITE CARE PROGRAM. Section 1720B is amended by striking out subsection (c). SEC. 503. ElOENSION OF AIJTHORmr TO CONTRACT WITH THE VETER- ANS MEMORIAI^ MEDICAL CENTER, REPUBLIC OF THE PHILIPPINES. Section 1732(a) is amended by striking out "September 30, 1992" and inserting in lieu thereof "September 30, 1994. Subtitle B—Preventive Health SEC. 511. NATIONAL CENTER FOR PREVENTIVE HEALTH. (a) ESTABLISHMENT. -- (1) Subchapter II of chapter 73 is amended by adding at the end the following new section:

    • % 7318. National Center for Preventive Health

"(a)(1) The Chief Medical Director shall establish and operate in the Veterans Health Administration a National Center for Preventive Health (hereinafter in this section referred to as the 'Center*). The Center shall be located at a Department health care facility. "(2) The head of the Center is the Director of Preventive Health (hereinafter in this section referred to as the 'Director*). " (3) The Chief Medical Director shall provide the Center with such staff and other support as may be necessary for the Center to carry out effectively its functions under this section. "(b) The purposes of the Center are the following: "(1) To provide a central office for monitoring and encouraging the activities of the Veterans Health Administration wiui respect to the provision, evcduation, and improvement of preventive health services. "(2) To promote the expansion and improvement of clinical, research, and educational activities of the Veterans Health Administration with respect to such services, "(c) In carrying out the purposes of the Center, the Director shall do the following: "(1) Develop and maintain current information on clinical activities of the Veterans Health Administration relating to preventive health services, including activities relating to—
