106 STAT. 5142 PUBLIC LAW 102-590—NOV. 10, 1992 38 USC 7721 SEC. 12. AUTHORIZATION OF APPROPRIATIONS. There are authorized to be appropriated to carry out this Act (other than section 8) $48,000,000 for each of the fiscal years 1993, 1994, and 1995. No funds may be used to carry out the provisions of sections 2, 3, and 4 of this Act unless expressly provided for in an appropriation law. Nothing in this Act shall De construed to diminish funds for, continuation of, or expansion of existing programs administered by the Secretary of Veterans Affairs to serve veterans.
