PUBLIC LAW 102-575—OCT. 30, 1992 106 STAT. 4627 (B) Of the members first appointed— (i) the member appointed under paragraph (I)(C) shall be appointed for a term of three years; and (ii) the member appointed under paragraph (I)(D) shall be appointed for a term of two years. (3) A vacancy in the Commission shall be filled within ninety days and in the manner in which the original appointment was made. Any member appointed to fill a vacancy occuiring before the expiration of the term for which his predecessor was appointed shall be appointed only for the remainder of such term. A member may serve afi^r the expiration of his term until his successor has taken office. (4)(A) Except as provided in subparagraph (B), members of the Commission shall each be paid at a rate equal to the daily equivalent of the maximum of the annual rate of basic pay in enect for grade GS-15 of the General Schedule for each day (including travel time) during which they are engaged in the actual performance of duties vested in the Commission. (B) Members of the Commission who are full-time officers or employees of the United States or the State of Utah shall receive no additional pay by reason of their service on the Commission. (5) Three members of the Commission shall constitute a quorum but a lesser number may hold public meetings authorized by the Commission. (6) The Chairman of the Commission shall be elected by the members of the Commission. The term of office of the Chairman shall be one year. (7) The Commission shall meet at least quarterly and may meet at the call of the Chairman or a majority of its members. (e) DIRECTOR AND STAFF OF COMMISSION; USE OF CONSULT- ANTS.—(1) The Commission shall have a Director who shall be appointed by the Commission and who shall be paid at a rate not to exceed the maximum rate of basic pay payable for GS- 15 of the General Schedule. (2) With the approval of the Commission, the Director may appoint and fix the pay of such personnel as the Director considers appropriate. Such personnel may be appointed without regard to the provisions of title 5, United States Code, governing appointments in the competitive service, and may be paid without regard to the provisions of chapter 51 and subchapter III of chapter 53 of such title relating to classification and Clreneral Schedule pay rates. (3) With the approval of the Commission, the Director may procure temporary and intermittent services under section 3109(b) of title 5 of the United States Code, but at rates for individuals not to exceed the daily equivalent of the maximimi annual rate of basic pay payable for GS-15 of the General Schedule. (4) Upon request of the Commission, the head of any Federal agency is authorized to detail, on a reimbursable basis, any of the personnel of such agency to the Commission to assist the Commission in carrying out its duties under this Act. (5) Any member or agent of the Commission may, if so authorized by the Commission, take any action which the Commission is authorized to take by this section. (6) In times of emergency, as defined by rule by the Commission, the Director may exercise the full powers of the Commission
