DISASTER LOANS PROGRAM ACCOUNT For administrative expenses to carnr out the direct loan program, $76,101,000, which may be transferred to and merged with the appropriations for Salaries and Expenses. In addition, for the cost of emergency disaster loans and associated administrative expenses, $140,000,000, to remain available until expended: Provided, That these funds, or any portion thereof, shall be available beginning in fiscal year 1994 to the extent that the President notifies the Congress of his designation of any or all of these amounts as emergency requirements under the Budget Enforcement Act of 1990: Provided further, That Congress hereby designates these amounts as emergency requirements pursuant to section 251(b)(2)(D). SURETY BOND GUARANTEES REVOLVING FUND For additional capital for the "Surety Bond Guarantees Revolving Fund", authorized by the Small Business Investment Act, as amended, $7,000,000, to remain available without fiscal year limitation as authorized by 15 U.S.C. 631 note. SBIC BANKRUPTCY PROVISION None of the funds provided by this Act for the Small Business Administration may be used to guarantee any participating securities authorized by Public Law 102-366 until legislation has been enacted which directly or indirectly prohibits the filing of a petition under the Bankruptcy Code by a small business investment company licensed under subsection (c) or (d) of section 301 of the Small Business Investment Act of 1958 or regulations implemented to reduce risks to the Small Business Administration from companies licensed under section (c) or (d) of section 301 of the Small Business Investment Act of 1958. THOMAS JEFFERSON COMMEMORATION COMMISSION SALARIES AND EXPENSES For necessary expenses of the Thomas Jefferson Commemoration Commission as authorized by Public Law 102-343, $62,000: Provided, That any unobligated balances of amounts made available for fiscal year 1993 shall expire on September 30, 1994. LEGAL SERVICES CORPORATION PAYMENT TO THE LEGAL SERVICES CORPORATION For payment to the Legal Services Corporation to carry out the purposes of the Legal Services Corporation Act of 1974, as amended, $400,000,000; of which $341,865,000 is for basic field programs; $8,950,000 is for Native American programs; $12,759,000 IS for migrant programs; $1,402,000 is for law school clinics; $1,274,000 is for supplemental field programs; $795,000 is for regional training centers; $9,611,000 is for national support;
