PUBLIC LAW 103-233—APR. 11, 1994 108 STAT. 369 "(4) EFFECT OF LAWS. —N O State or local law, and no Federal law, shall preclude or limit the exercise by the Secretary of— "(A) the power to contract with respect to public offerings and other sales of notes, trust certificates, and other obligations guaranteed under this section upon such terms and conditions as the Secretary deems appropriate; "(B) the right to enforce any such contract by any means deemed appropriate by the Secretary; and "(C) any ownership rights of the Secretary, as applicable, in notes, certificates, or other obligations guaranteed under this section, or constituting the trust or pool against which trust certificates, or other obligations guaranteed under this section, are offered.". SEC. 234. FLEXIBILITY OF CDBG PROGRAM FOR DISASTER AREAS. Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.) is amended by adding at the end the following new section: "SEC. 122. SUSPENSION OF REQUIREMENTS FOR DISASTER AREAS. 42 USC 5321. "For funds designated under this title by a recipient to address the damage in an area for which the President has declared a disaster under title IV of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, the Secretary may suspend all requirements for purposes of assistance under section 106 for that area, except for those related to public notice of funding availability, nondiscrimination, fair housing, labor standards, environmental standards, and requirements that activities benefit persons of lowand moderate-income.". TITLE III—TECHNICAL AMENDMENTS SEC. 301. DEFINITION OF "FAMILIES". The first sentence of section 3(b)(3)(B) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b)(3)(B)) is amended by striking "means families with children" and inserting "includes families with children and". SEC. 302. ELIMINATION OF REQUIREMENT TO IDENTIFY CIAP REPLACEMENT NEEDS. Section 14 of the United States Housing Act of 1937 (42 U.S.C. 14371) is amended— (1) in subsection (d)— (A) by striking paragraph (2); (B) in paragraph (4), in the matter preceding subparagraph (A)— (i) by striking "and replacements,"; and (ii) by striking "(1), (2), and (3)" and inserting "(1) and (2)"; and (C) by redesignating paragraphs (3) and (4) as paragraphs (2) and (3), respectively; and (2) in subsection (f)(1)— (A) in subparagraph (A), by striking "(d)(4)(A)" and inserting "(d)(3)(A)"; (B) by stiiking subparagraph (B);
