Section 136 of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991 (Public Law 101-246) is amended— 22 USC 4864. (1) in subsection (c)— (A) in paragraph (2), by striking "due to their distance from the post"; (B) by redesignating paragraphs (2) and (3) as paragraphs (6) and (7) respectively; ana (C) by inserting after paragraph (1) the following: "(2) absent compelling reasons, award such contracts through the competitive process; "(3) in evaluating and scoring proposals for such contracts, award not less than 60 percent of the total points on the basis of technical factors and subfactors; "(4) in countries where contract denomination and/or pay- ment in local currencies constitutes a barrier to competition by United States firms— "(A) allow solicitations to be bid in United States dollars; and "(B) allow contracts awarded to United States firms to be paid in United States dollars; "(5) ensure that United States diplomatic and consular posts assist United States firms in obtaining local licenses and permits;"; and (2) in subsection (d)— (A) paragraph (1)(D), by striking "and" and inserting "or";ancl (B) by adding at the end the following new paragraph (4): "(4) the term 'barrier to local competition' means— "(A) conditions of extreme currency volatility; "(B) restrictions on repatriation of profits; "(C) multiple exchange rates which significantly disadvantage United States firms; "(D) government restrictions inhibiting the free convertibility of foreign exchange; or "(E) conditions of extreme local political instability."; (C) by striking "and" at the end of paragraph (2); and (D) by striking the period at the end of paragraph (3) and inserting "; and". SEC. 142. WOMEN'S HUMAN RIGHTS PROTECTION. (a) SENSE OF CONGRESS.— The Congress makes the following declarations: (1) The State Department should designate a senior advisor to the appropriate Undersecretary to promote international women's human rights within the overall human rights policy of the United States (jovernment. (2) The purpose of assigning a special assistant on women's human rights issues is not, to segregate such issues, but rather to assure that they are considered along with other human rights issues in the development of United States foreign policy. (3) A specifically designated special assistant is necessary because within the human rights field and the foreign policy
