PUBLIC LAW 103-236—APR. 30, 1994 108 STAT. 421 (b) LIMITATIONS. — (1) Of the amounts authorized to be appropriated for "Salaries and Expenses" under section 201(a)(l) for fiscal year 1995, $500,000 is authorized to be appropriated for expenses and activities related to United States participation in the 1996 Budapest World's Fair (Budapest Expo '96). (2) Of the amounts authorized to be appropriated for Tulbright Academic Exchange Programs" under subsection (a)(2)(A>- (A) $3,000,000 is authorized to be available for fiscal year 1995 for the Vietnam Scholarship Program established by section 229 of the Foreign Relations Authorization Act, Fiscal Years 1992 and 1993 (Public Law 102-138); and (B) $1,500,000 is authorized to be available for fiscal year 1994 and $2,000,000 is authorized to be available for fiscal year 1995, for the "Environment and Sustainable Development Exchange Program" established by section 241. (3) Of the amounts authorized to be appropriated for "Other Programs" under subsection (a)(2)(B) $1,000,000 is authorized to be available for each of the fiscal years 1994 and 1995 for the "American Studies Collections" program established under section 235. PART B—USIA AND RELATED AGENCIES AUTHORITIES AND ACTIVITIES SEC. 221. USIA OFFICE IN LHASA, TIBET. (a) ESTABLISHMENT OF OFFICE. —The Director of the United States Information Agency shall seek to establish an office in Lhasa, Tibet, for the purpose of— (1) disseminating information about the United States; (2) promoting discussions on conflict resolution and human rights; (3) facilitating United States private sector involvement in educational and cultural activities in Tibet; and (4) advising the United States Government with respect to Tibetan public opinion. (b) REPORT BY THE DIRECTOR OF USIA—Not later than April 1 of each year, the Director of the United States Information Agency shall submit a detailed report on developments relating to the implementation of this section to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives. SEC. 222. CHANGES IN ADMINISTRATIVE AUTHORITIES. Section 801 of the United States Informational and Educational Exchange Act of 1948 (22 U.S.C. 1471) is amended— (1) in paragraph (5) by striking "and" after the semicolon; (2) in paragraph (6) by striking the period at the end and inserting "; and"; and (3) by adding at the end the following: "(7) notwithstanding any other provision of law, to carry out projects involving security construction and related improvements for Agency facilities not physically located together with Dep£urtment of State facilities abroad.".
