PUBLIC LAW 103-211 —FEB. 12, 1994 108 STAT. 21 VETERANS HEALTH ADMINISTRATION MEDICAL ADMINISTRATION AND MISCELLANEOUS OPERATING EXPENSES (BY TRANSFER) For an additional amount for 'Medical administration and miscellaneous operating expenses", $2,500,000, to be derived by transfer from amounts appropriated under the head "Medical care" in Public Law 103-124. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT HOUSING PROGRAMS FEDERAL HOUSING ADMINISTRATION FHA—MUTUAL MORTGAGE INSURANCE PROGRAM ACCOUNT During fiscal year 1994, the limitation on commitments to guarantee loans to carry out the purposes of section 203(b) of the National Housing Act, as amended, is increased by an additional loan principal of not to exceed $20,000,000,000. FHA— -GENERAL AND SPECIAL RISK PROGRAM ACCOUNT The limitation on commitments during fiscal year 1994 to guarantee loans authorized by sections 238 and 519 of the National Housing Act, as amended (12 U.S.C. 1715z-3(b) and 1735c(f)), is increased by an additional loan principal, any part of which is to be guaranteed, of not to exceed $2,000,000,000. ADMINISTRATIVE PROVISIONS Of the $260,000,000 earmarked in Public Law 102-389, in Hawaii. the 14th proviso under the head Annual Contributions for Assisted Housing, for special purpose grants (106 Stat. 1571, 1584), $1,300,000 made available for continued assistance to two sugarcane mills on the Hilo-Hamakua Coast of Hawaii shall also be available to community-based and employee-support organizations along the Hamakua Coast, to address social and economic needs in such area. Notwithstanding any other provision of law, the City of Slidell, Louisiana. Louisiana, is authorized to submit not later than 10 days following the enactment of this Act, and the Secretary of Housing and Urban Development shall consider, the final statement of community development objectives and projected use of funds required by section 104(a)(l) of the Housing and Community Development Act of 1974 (42 U.S.C. 5304(a)(l)) in connection with a grant to the City of Slidell under title I of such Act for fiscal year 1994. INDEPENDENT AGENCIES ENVIRONMENTAL PROTECTION AGENCY WATER INFRASTRUCTURE/STATE REVOLVING FUNDS Of the funds made available under this heading in Public Law 103-124, the $500,000,000 earmarked to not become available
