Pursuant to section 405(b), and section 410(b) of Public Law 101-593, of the funds available to the Forest Service, up to $1,000,000 for matching funds shall be available for the National Forest Foundation, Funds appropriated to the Forest Service shall be available for interactions with and providing technical assistance to rural communities for sustainable rural development purposes. DEPARTMENT OF ENERGY CLEAN COAL TECHNOLOGY The first paragraph under this head in Public Law 101-512, as amended, is further amended by striking the phrase 104 Stat. 1944. "$100,000,000 on October 1, 1994, and $50,000,000 on October 1, 1995" and inserting "$18,000,000 on October 1, 1994, $100,000,000 on October 1, 1995, and $32,000,000 on October 1, 1996"; and by striking the phrase "$275,000,000 on October 1, 1994, and $100,000,000 on October 1, 1995" and inserting "$19,121,000 on October 1, 1994, $100,000,000 on October 1, 1995, and $255,879,000 on October 1, 1996": Provided, That not to exceed $18,000,000 available in fiscal year 1995 may be used for administrative oversight of the Clean Coal Technology program. FOSSIL ENERGY RESEARCH AND DEVELOPMENT (INCLUDING TRANSFER OF FUNDS) For necessary expenses in carrying out fossil energy research and development activities, under the authority of the Department of Energy Organization Act (Public Law 95-91), including the acquisition of interest, including defeasible and equitable interests in any real property or any facility or for plant or facility acquisition or expansion, $442,614,000, to remain available until expended, of which $17,000,0()0 shall be derived by transfer of unobligated balances from the "SPR petroleum account": Provided, That no part of the sum herein made available shall be used for the field testing of nuclear explosives in the recovery of oil and gas. ALTERNATIVE FUELS PRODUCTION (INCLUDING TRANSFER OF FUNDS) Monies received as investment income on the principal amount in the Great Plains Project Trust at the Norwest Bank of North Dakota, in such sums as are earned as of October 1, 1994, shall be deposited in this account and immediately transferred to the General Fund of the Treasury. Monies received as revenue sharing from the operation of the Great Plains Gasification Plant shall be immediately transferred to the General Fund of the Treasury. NAVAL PETROLEUM AND OIL SHALE RESERVES For necessary expenses in carrying out naval petroleum and oil shale reserve activities, $187,406,000, to remain available until expended: Provided, That the requirements of 10 U.S.C. 10 USC 7430 7430(b)(2)(B) shall not apply in fiscal year 1995.
