PUBLIC LAW 103-465—DEC. 8, 1994 108 STAT. 4963 "TITLE III—EXPORT ENHANCEMENT PROGRAM". (3) GENERAL AUTHORITY.—Subsection (a) of section 301 of such Act (7 U.S.C. 5651(a)) is amended to read as follows: "(a) IN GENERAL.— The Commodity Credit Corporation shall carry out an export enhancement program in accordance with this section to encourage the conmiercial sale of United States agricultural commodities in world markets at competitive prices. The program shall be carried out in a market sensitive manner. Activities under the program shall not be limited to responses to tmfair trade practices.. (4) FUNDING. —Section 301 of such Act (7 U.S.C. 5651) is amended— (A) in subsection (e), by striking "1995" and inserting " 2001"; and (B) by adding at the end the following: "(g) CONSISTENCY WITH INTERNATIONAL OBLIGATIONS.—Notwithstanding any other provision of this section, the Commodity Credit Corporation shall administer and carry out the program authorized by this section in a manner consistent, as determined by the President, with the obligations undertaken by the United States set forth in the Uruguay Round Agreements.". (b) DAIRY EXPORT INCENTIVE PROGRAM.— Section 153(a) of the Food Security Act of 1985 (15 U.S.C. 713a-14) is amended by striking "1995" and inserting "2001". (c) EXPORT SALES OF DAIRY PRODUCTS.— Subsection (a) of section 1163 of the Food Seciuity Act of 1985 (Public Law 99-198; 7 U.S.C. 1731 note) is amended to read as follows: "(a) In each fiscal year, the Secretary of Agriculture may sell dsdiy products for export, at such prices as the Secretary determines appropriate, in a quantity and allocated as determined by the Secretary, consistent with the obligations undertaken by the United States set forth in the Uruguay Round Agreements, if the disposition of the commodities will not interfere with the usual marketings of the United States nor disrupt world prices of agricultural commodities and patterns of commercial trade.". (d) MARKET PROMOTION PROGRAM. — (1) Section 203(c) of the Agricultural Trade Act of 1978 (7 U.S.C. 5623(c)) is amended— (A) by striking paragraph (2); (B) by striking: "PARTICIPATION.— " and all that follows through "To" in paragraph (1) and inserting "PARTICIPATION. — To"; (C) by redesignating subparagraphs (A), (B), and (C) as psiragraphs (1), (2), and (3), respectively; and (D) by aligning the margins of paragraphs (1), (2), and (3) (as so redesigDated) so as to silign with the margin of paragraph (1) of subsection (d). (2) Section 203(f)(2) of such Act (7 U.S.C. 5623(f)(2)) is amended— (A) by striking subparagraph (D); (B) by inserting "or" at the end of subparagraph (C); and (C) by redesignating subparagraph (E) as subparagraph (D). (e) FOOD AID. — 19 USC 361I.
