The notes to chapter 18 are modified by inserting the following additional U.S. notes in numerical sequence; and subdivision (a) of U.S. additional note 3 along with the designation "(b)" for the remaining text and the parent hetica l phrase "(beginning with October 1, 199 5)" of such not e ( as added herein) shall be deleted on October 1, 1995: "AdditioTMl U.S. iintM 1. (a) Except as provided in this subdivision, the aggregate quantity of cocoa powder containing over 10 percent by dry weight of sugars derived from sugar cane or sugar beets, whether or not Mixed with other ingredients (except (a) articles not principally of crystalline structure or not in dry amorphous form, the foregoing that are prepared for marlteting to theultiaiate consuaer in the identical forai and pacliage in which imported, (b) blended syrups containing sugars derived from sugar ca ne or sugar b eets, ca pable o f being fur ther proc essed or mix ed with si milar or other ingredients, and not prepared formarketing to theultimate consumer in the identical form and package in which irnported, or (c) articles containing over 65 percent by dry weight of sugars derived from sugar cane or sugar beets, whether or not mixed with other ingredients, capable of being further processed or mixed with similar or other ingredients, and not prepared for marketing to theultimate consuner in the identical form and package in which iiqported), the fo regoing goods entered under sub headin gs 18 06.10.10, 180 6.10. 34 and 18 06.10.65 during the period fron January 1 to September 30, 1995, inclusive, shall not exceed the remaining quantity ava ilabl e, if any, from the quota amount o f 2,313 m etric tons (except that imports from H exi co shall not be permitted or included under the aforementioned quantitative limitation and no such articles shall be classifiable therein) applicable to such goods during the quota period that began on October 1, 1994; and at theclose of Septeirber 30, 1995, such quota period shall be consid ered termin ated.
