Sec. 2. And 6e it further enacted, That if any person upon the high seas, or in any arm of the sea, or in any river, haven, creek, basin, or bay, within the admiralty jurisdiction of the United States, and out of A*¤<%mP*S 30 the jurisdiction of any particular State, shall attempt to commit the crime g?°I;;l;;h;Y1;{,t2;_ of murder or manslaughter, by poisoning, drowning, or strangling another person, or by any means not constituting the offence of an assault with a. dangerous weapon, such offender, upon conviction thereof, shall be punished by imprisonment, with or without hard labor, for a period not exceeding three years, and a fine not exceeding one thousand dollars, at the discretion of the court. Manslaughter, Sec. 3.
