(a) IN GENERAL. —Notwithstanding sections 514 and 520 of the Tariff Act of 1930 (19 U.S.C. 1514 and 1520), or any other provision of law, upon the importer of record demonstrating to the Customs Service within 90 days after the date of the enactment of this Act that an entry described in subsection (c) is qualified for reimbiu-sement based on the decision issued by the United States Court of International Trade in Pfaff American Sales Corp. V. United States, 17 CIT 550 (1993), the entry shall be Hquidated or reliquidated pursuant to such decision. (b) PAYMENT OF AMOUNTS OWED.—Any amounts owed by the United States pursuant to the liquidation or reliquidation of an entry under subsection (a) shall be paid by the Customs Service witMn 90 days after such liquidation or reliquidation.
