EFFECTIVE DATE. (a) EXPIRATION.— Section 275(b) of the Balanced Budget and 2 USC 900 note. Emergency Deficit Control Act of 1985 is amended— (1) by striking "Part C of this title, section" and inserting "Sections 251, 253, 258B, and"; (2) by striking "1995" and inserting "2002"; and (3) by adding at the end the following new sentence: "The remaining sections of part C of this title shall expire September 30, 2006. ". (b) EXPIRATION. —Section 14002(c)(3) of the Omnibus Budget Reconcihation Act of 1993 (2 U.S.C. 900 note) is repealed. 2 USC 902 note. SEC. 10213. REDUCTION OF PREEXISTING BALANCES AND EXCLUSION OF EFFECTS OF THIS ACT FROM PAYGO SCORECARD. Upon the enactment of this Act, the Director of the Office of Management and Budget shall— (1) reduce any balances of direct spending and receipts legislation for any fiscal year under section 252 of the Balanced Budget and Emergency Deficit Control Act of 1985 to zero; and (2) not make any estimates of changes in direct spending outlays and receipts under subsection (d) of that section for any fiscal year resulting from the enactment of this Act or of the Taxpayer Relief Act of 1997.
