PUBLIC LAW 105-83 —NOV. 14, 1997 111 STAT. 1547 until expended for operation and maintenance of fishery mitigation facilities constructed by the Corps of Engineers under the Lower Snake River Compensation Plan, authorized by the Water Resources Development Act of 1976, to compensate for loss of fishery resources from water development projects on the Lower Snake River, and of which not less than $2,000,000 shall be provided to local governments in southern California for planning associated with the Natural Communities Conservation Planning (NCCP) program and shall remain available until expended, and of which not to exceed $5,190,000 shall be used for implementing subsections (a), (b), (c), and (e) of section 4 of the Endangered Species Act of 1973, as amended: Provided, That the proviso under this heading in Public Law 104-208 is amended by striking the words "Education and" and inserting in lieu thereof "Conservation", by striking the word "direct" and inserting in lieu thereof the word "full", and by inserting before the period ", to remain available until expended". CONSTRUCTION For construction and acquisition of buildings and other facilities required in the conservation, msina^ement, investigation, protection, and utilization of fishery and wildlife resources, and the acquisition of lands and interests therein; $45,006,000, to remain available until expended. NATURAL RESOURCE DAMAGE ASSESSMENT FUND To conduct natural resource damage assessment activities by the Department of the Interior necessary to carry out the provisions of the Comprehensive Environmental Response, Compensation, and Liability Act, as amended (42 U.S.C. 9601 et seq.). Federal Water Pollution Control Act, as amended (33 U.S.C. 1251 et seq.), the Oil Pollution Act of 1990 (Public Law 101-380), and Public Law 101-337; $4,228,000, to remain available until expended: Provided, That under this heading in Public Law 104-134, strike "in fiscal year 1996 and theresifter" in the proviso and insert "heretofore and hereafter", and before the phrase "or properties shall be utilized" in such proviso, insert", to remain available until expended,": Provided further, That the first proviso under this heading in Public Law 103-138 is amended by inserting after "account" the following: ", including transfers to Federal trustees and pa3anents to non- Federal trustees,". LAND ACQUISITION For expenses necessary to carry out the Land and Water Conservation Fund Act of 1965, as amended (16 U.S.C. 4601-4 through 11), including administrative expenses, and for acquisition of land or waters, or interest therein, in accordance with statutory authority applicable to the United States Fish and Wildlife Service, $62,632,000, to remain available until expended. COOPERATIVE ENDANGERED SPECIES CONSERVATION FUND For expenses necessary to carry out the provisions of the Endanfered Species Act of 1973 (16 U.S.C. 1531-1543), as amended, 14,000,000, for grants to States, to be derivedfi-omthe Cooperative Endangered Species Conservation Fund, and to remain available until expended. 16 USC 742b note. 43 USC 1474b-l. 43 USC 1474b-l.
