REVISION OF MEMBERSHIP TERMS FOR STRATEGIC ENVIRONMENTAL RESEARCH AND DEVELOPMENT PROGRAM SCIENTIFIC ADVISORY BOARD. Section 2904(b)(4) of title 10, United States Code, is amended by striking out "three" and inserting in lieu thereof "not less than two and not more than four". SEC. 342. AMENDMENTS TO AUTHORITY TO ENTER INTO AGREEMENTS WITH OTHER AGENCIES IN SUPPORT OF ENVIRON- MENTAL TECHNOLOGY CERTIFICATION. (a) AUTHORITY TO ENTER INTO AGREEMENTS WITH INDIAN TRIBES.— Section 327 of the National Defense Authorization Act for Fiscal Year 1997 (Public Law 104-201; 110 Stat. 2483; 10 U.S.C. 2702 note) is amended— (1) in subsection (a), by inserting ", or with an Indian tribe," after "with an agency of a State or local government"; (2) by redesignating subsection (e) as subsection (f); and (3) by inserting after subsection (d) the following new subsection: "(e) DEFINITION. —In this section, the term 'Indian tribe' has the meaning given that term by section 101(36) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (42 U.S.C. 9601(36)).". (b) ELIMINATION OF CERTAIN LIMITATION ON AUTHORITY.— Subsection (b)(1) of such section is amended by striking out "in carrying out its environmental restoration activities". (c) ADDITIONAL REPORT INFORMATION. — Subsection (d) of such section is amended by adding at the end the following: "(5) A statement of the funding that will be required to meet commitments made to State and local governments and Indian tribes under such agreements entered into during the fiscal year preceding the fiscal year in which the report is submitted. "(6) A description of any cost-sharing arrangement under any such agreements.". 10 USC 2702 (d) GUIDELINES FOR REIMBURSEMENT AND COST-SHARING.—Not note. later than 90 days after the date of enactment of this Act, the Secretary of Defense shall submit to Congress a report setting forth the guidelines established by the Secretary for reimbursement of State and local governments, and for cost-sharing between the Department of Defense, such governments, and vendors, under cooperative agreements entered into under such section 327. 10 USC 2702 (e) EFFECTIVE DATE.— The amendments made by this section note. shall take effect 30 days after the date on which the report required by subsection (d) is submitted to Congress. SEC. 343. MODIFICATIONS OF AUTHORITY TO STORE AND DISPOSE OF NONDEFENSE TOXIC AND HAZARDOUS MATERIALS. (a) STORAGE OF MATERIALS OWNED BY MEMBERS AND DEPEND- ENTS.— Subsection (a)(1) of section 2692 of title 10, United States Code, is amended by striking out "by the Department of Defense." and inserting in lieu thereof the following: "either by the Department of Defense or by a member of the armed forces (or a dependent of the member) assigned to or provided military housing on the installation.".
