Rebates, refunds, incentive payments, minor fees and other funds received by the Department from travel management centers, charge card progremis, the subleasing of building space, and miscellaneous sources are to be credited to appropriations of the Department and allocated to elements of the Department using fair and equitable criteria and such funds shall be available until December 31, 1999. SEC. 336. Notwithstanding any other provision of law, rule or regulation, the Secretary of Transportation is authorized to allow the issuer of any preferred stock heretofore sold to the Department to redeem or repurchase such stock upon the payment to the Department of an amount determined by the Secretary. SEC. 337. The unobligated balances of the funds made available in previous appropriations Acts for the National Civil Aviation Review Commission and for Urban Discretionary Grants are rescinded. SEC. 338. (a) Notwithstanding any other provision of law— (1) the land and improvements thereto comprising the Coast Guard Reserve Training Facility in Jacksonville, Florida, is deemed to be surplus property; and (2) the Commandant of the Coast Guard shall dispose of all right, title, and interest of the United States in and to that property, by sale, at fair market value. (b) RIGHT OF FIRST REFUSAL. — Before a sale is made under subsection (a) to any other person, the Commandant of the Coast Guard shall give to the City of Jacksonville, Florida, the right of first refusal to purchase all or any part of the property required to be sold under that subsection. SEC. 339. Of the funds provided under Federal Aviation Administration "Operations", $250,000 is only for activities and operations of the Centennial of Flight Commission. SEC. 340. Notwithstanding any other provision of law, the Secretary of Transportation shall waive repayment of any Federalaid highway funds expended on the construction of those high occupancy lanes or auxiliary lanes constructed on 1-287 in the State of New Jersey, pursuant to section 338 of the fiscal year 1993 Department of Transportation and Related Agencies Appropriations Act (Public Law 102-388), if the State of New Jersey presents the Secretary with its determination that such high occupancy vehicle lanes or auxiliary lanes are not in the public interest. SEC. 341. (a) AUTHORITY TO CONVEY. —The Secretary of Transportation may convey, without consideration, to the State of North Carolina (in this section referred to as the "State"), all right, title, and interest of the United States in and to a parcel of real property, together with any improvements thereon, in Ocracoke, North Cfirolina, consisting of such portion of the Coast Guard Station Ocracoke, North Carolina, as the Secretary considers appropriate for purposes of the conveyance. (b) CONDITIONS. — The conveyance under subsection (a) shall be subject to the following conditions: (1) That the State accept the property to be conveyed under that subsection subject to such easements or rights of way in favor of the United States as the Secretary considers to be appropriate for— (A) utilities; (B) access to and from the property;
