(a) IN GENERAL.— Except as otherwise provided in this subdivision, any reference in any statute, reorganization plan, Executive order, regulation, agreement, determination, or other official document or proceeding to— (1) the Director of the United States Information Agency or the Director of the International Communication Agency shall be deemed to refer to the Secretary of State; and (2) the United States Information Agency, USIA, or the International Communication Agency shall be deemed to refer to the Department of State. (b) CONTINUING REFERENCES TO USLA. OR DIRECTOR.— Subsection (a) shall not apply to section 146(a), (b), or (c) of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991 (22 U.S.C. 4069a(f), 4069b(g), or 4069c(f)). SEC. 1332. AMENDMENTS TO TITLE 5, UNITED STATES CODE. Title 5, United States Code, is amended— (1) in section 5313, by striking "Director of the United States Information Agency."; (2) in section 5315— (A) by striking "Deputy Director of the United States Information Agency."; and (B) by striking "Director of the International Broadcasting Bureau, the United States Information Agency." and inserting "Director of the International Broadcasting Bureau."; and (3) in section 5316— (A) by striking "Deputy Director, Policy and Plans, United States Information Agency."; and (B) by striking "Associate Director (Policy and Plans), United States Information Agency.". 22 USC 6552. SEC. 1333. APPLICATION OF CERTAIN LAWS. (a) APPLICATION TO FUNCTIONS OF DEPARTMENT OF STATE.— Section 501 of Public Law 80-402 (22 U.S.C. 1461), section 202 of Public Law 95-426 (22 U.S.C. 1461-1), and section 208 of Public Law 99-93 (22 U.S.C. 1461-la) shall not apply to public affairs and other information dissemination functions of the Secretary of State as carried out prior to any transfer of functions pursuant to this subdivision. (b) APPLICATION TO FUNCTIONS TRANSFERRED TO DEPARTMENT OF STATE. —Section 501 of Public Law 80-402 (22 U.S.C. 1461), section 202 of Public Law 95-426 (22 U.S.C. 1461-1), and section 208 of Public Law 99-93 (22 U.S.C. 1461-la) shall apply only to public diplomacy programs of the Director of the United States Information Agency as carried out prior to any transfer of functions pursuant to this subdivision to the same extent that such programs were covered by these provisions prior to such trsmsfer. (c) LIMITATION ON USE OF FUNDS. — Except as provided in section 501 of Public Law 80-402 and section 208 of Public Law 99-93, funds specifically authorized to be appropriated for such public diplomacy programs shall not be used to influence public opinion in the United States, and no program material prepared
