(d) LIMITATION ON PAY ADJUSTMENTS.— Effective January 1, 2000, section 203(a) of title 37, United States Code, is amended— (1) by inserting "(1)" after "(a)"; and (2) by adding at the end the following new paragraph: "(2) Notwithstanding the rates of basic pay in effect at any time as provided by law, the rates of basic pay payable for commissioned officers in pay grades 0-7 through O-IO may not exceed the monthly equivalent of the rate of pay for level III of the Executive Schedule, and the rates of basic pay payable for all other officers and for enlisted members may not exceed the monthly equivalent of the rate of pay for level V of the Executive Schedule.". (e) RECOMPUTATION OF RETIRED PAY FOR CERTAIN RECENTLY RETIRED OFFICERS. —In the case of a commissioned officer of the uniformed services who retired during the period beginning on April 30, 1999, through December 31, 1999, and who, at the time
