113 STAT. 1074 PUBLIC LAW 106-74r-OCT. 20, 1999 (1) by amending the heading to read as follows: "PARTIAL PAYMENT OF CLAIMS ON DEFAULTED MORTGAGES AND IN CONNEC- TION WITH MORTGAGE RESTRUCTURING"; and (2) in subsection (b), by striking "partial payment of the claim under the mortgage insurance contract" and inserting "partial or full payment of claim under one or more mortgage insurance contracts". (b) Section 517 of the Multifamily Assisted Housing Reform 42 USC I437f and Affordability Act of 1997 is amended by adding a new subsection riote. (a)(6) to read as follows: "(6) The second mortgage under this section may be a first mortgage if no restructured or new first mortgage will meet the requirement of paragraph (1)(A).". AVAILABILITY OF INCOME MATCHING INFORMATION SEC 214. (a) Section 3(f) of the United States Housing Act of 1937 (42 U.S.C. 1437a), as amended by section 508(d)(1) of the Quality Housing and Work Responsibility Act of 1998, is further amended— (1) in paragraph (1)— (A) after the first appearance of "public housing agency" by inserting ", or the owner responsible for determining the participant's eligibility or level of benefits,"; and (B) after "as applicable" by inserting ", or to the owner responsible for determining the participant's eligibility or level of benefits"; and (2) in paragraph (2)— (A) in subparagraph (A) by striking "or"; (B) in subparagraph (B) by striking the period and inserting ", or"; and (C) by inserting at the end the following new subparagraph: "(C) for which project-based assistance is provided under section 8, section 202, or section 811.". (b) Section 904(b) of the Stewart B. McKinney Homeless Assistsince Amendments Act of 1988 (42 U.S.C. 3544), as amended by section 508(d)(2) of the Quality Housing and Work Responsibility Act of 1998, is further amended in paragraph (4)— (1) by inserting after "public housing agency" the first time it appears the following: ", or the owner responsible for determining the participant's eligibility or level of benefits,"; and (2) by striking "the public housing agency verifying income" and inserting "verifying income". EXEMPTION FOR ALASKA AND MISSISSIPPI FROM REQUIREMENT OF RESIDENT ON BOARD SEC. 215. Public housing agencies in the States of Alaska and Mississippi shall not be required to comply with section 2(b) of the United States Housing Act of 1937, as amended, during fiscal year 2000.
