PUBLIC LAW 106-113—APPENDIX E 113 STAT. 1501A-291 crop assistance program under that section, without any requirement for an area loss, to producers located in a county with respect to which a natural disaster was declared by the Secretary, or a major disaster or emergency was declared by the President under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.). SEC. 102. Section 814 of Public Law 106-78 is amended by inserting the following after "year": "(and 2001 crop year for citrus fruit, avocados in California, and macadamia nuts)". SEC. 103. Of the funds made available under section 802 of Public Law 106-78 not otherwise needed to fully implement that section, the Secretary of Agriculture may use up to $4,700,000 to carry out title IX of Public Law 106-78. SEC. 104. (a) Of the funds made available under section 802 of Public Law 106-78 (excluding any funds authorized by this Act to carry out title IX of Public Law 106-78) and under section 1111 of Public Law 105-277 not otherwise needed to fully implement those sections, the Secretary of Agriculture may provide assistance to producers or first-handlers for the 1999 crop of cottonseed. (b) Of the funds made available under section 802 of Public Law 106-78 and section 1111 of Public Law 105-277 not otherwise needed to fully implement those sections (excluding any funds authorized by this Act to carry out title IX and to provide assistance to producers or first-handlers for the 1999 crop of cottonseed under subsection (a) of this section), the Secretary may provide funds to carry out subsection (c) of this section. (c) The Agricultural Market Transition Act is amended by inserting after section 136 (7 U.S.C. 7236), the following new section: "SEC. 136A. SPECIAL COMPETITIVE PROVISIONS FOR EXTRA LONG STAPLE COTTON. "(a) COMPETITIVENESS PROGRAM. — Notwithstanding any other provision of law, during the period beginning on October 1, 1999, and ending on July 31, 2003, the Secretary shall carry out a program to maintain and expand the domestic use of extra long staple cotton produced in the United States, to increase exports of extra long staple cotton produced in the United States, and to ensure that extra long staple cotton produced in the United States remains competitive in world markets. "(b) PAYMENTS UNDER PROGRAM; TRIGGER. —Under the program, the Secretary shall make payments available under this section whenever— "(1) for a consecutive 4-week period, the world market price for the lowest priced competing growth of extra long staple cotton (adjusted to United States quality and location and for other factors affecting the competitiveness of such cotton), as determined by the Secretary, is below the prevailing United States price for a competing growth of extra long staple cotton; and "(2) the lowest priced competing growth of extra long staple cotton (adjusted to United States quality and location and for other factors affecting the competitiveness of such cotton), as determined by the Secretary, is less than 134 percent of the loan rate for extra long staple cotton. "(c) ELIGIBLE RECIPIENTS.— The Secretary shall make payments available under this section to domestic users of extra long staple
